Utica Crescent

East Flatbush, Brooklyn

Utica Crescent contains 322 all-affordable apartments, including 89 that have been designated for seniors as part of New York’s Empire State Supportive Housing Initiative (ESSHI) program. The project occupies a site encompassing nearly half a city block in East Flatbush, Brooklyn that was formerly a surface parking lot for the Kingsbrook Jewish Medical Center. Utica Crescent is part of the Vital Brooklyn initiative, which takes a holistic approach to improving health outcomes through access to housing, healthcare, healthy food, education, and economic empowerment.

In addition to the new affordable housing, the project will also contain a dedicated healthcare space for One Brooklyn Health, a proposed supermarket, a neighborhood services outreach

space, and a new home for the 67th Precinct Clergy Council - a community-based violence reduction organization that has been operating in the neighborhood for decades. Parking is also provided within the building to make up for the surface parking lot that was removed to facilitate construction.

The project was developed under a General Project Plan (GPP), granted by New York State’s Empire State Development Corporation. The design leverages the large site and long street frontages,

by adding gentle concavity to the street wall. This disrupts the conventional, rectilinear ubiquitous to affordable housing while creating pools of space at the ground level, expanding the sidewalk and drawing people into the ground floor entrances.
